Cumming, president of the Newcomb Company, to stockholders dated August 9, 1918. The letter informs that if the stockholders of the Newcomb Company can raise $50,000.00, the company would enter into a partnership with the Emergency Fleet Corporation which would result in a contract for four ships. The letter is typed and unsigned, probably a circular letter sent out to all stockholders informing them of new financial opportunites.
